Winning vs Development

Is it all about Winning at all costs, or should Player Development be the most important aspect.
Here at Fleet Town Girls and Ladies FC our philosophy isn't to win at all costs (especially with our younger age groups). The clubs vision is based around developing the players and ensuring they enjoy the beautiful game.
